You'll see boats, and that's a given. It just depends on how much time you are willing to hang around if it's not busy. Check in the visitor's center at the locks. They have ETA's and the names of the boats locking through. You can get just as close if not closer to the boats if you go down West Pier Drive, 1/4 mile west of the locks. You'll get a heck of a lot better of a view there than you ever will at the locks.
