There is a park down on Ludington street that faces the stone and coal dock. It's right after the downtown area and before the bend in the road. There is also a place that's across from the marina further down the road. You'll have to go through the playground further down Ludington street and cross a small bridge to get back there. Honestly though, they usually won't give you any trouble if you go down to the oar dock parking lot. Just as long as you don't loiter too long and don't try to go beyond the gate that leads to the dock itself. Best of luck though. Escanaba seems to be inactive everytime I pass through.
