Generally speaking, no bridge can obstruct a federally maintained navigation channel, so if the bridge causes a restriction to navigation (ie draw bridge or swing bridge) there must be some way to open it 24/7 for commercial traffic. This does not apply to recreational boaters. Many bridges only open once an hour during the summer and even less frequently in the off season for rec boaters. The bridge does not have to be manned 24/7 as they can require up to 6 hours notice for an opening. An interesting side note, the only time a bridge can delay commercial vessel traffic is if it is a train bridge and the train is carrying the US Mail.
