Ive seen the bulkheads painted, but never the tank tops. I think that there is just too much abrasion for paint to stay for very long

Thanks Mr Link - that sure looks like the barge. Even with 10X50 binocs, it was hard to get an ID, but "Huron Spirit" would match the length of the lettering I saw on the bow.
