It could also be the USCG STURGEON BAY. It is hard to tell since they edited out all of the USCG markings. From the angle, the commercial was shot from the SW end of Governors ISland, which used to be the USCG Base.

There's a Liberty Mutual commercial where a woman is across from Liberty Island, and she talks about totaling her new car. In the background is a Bay Class Ice breaking Tug complete with white "Fairbanks Morse" exhaust smoke. My best guess is it's the Penobscot Bay seeing she's stationed in Bayonne, N.J. Any other guesses?
