ISG, assuming the assets of LTV, and the Cleveland-Cuyahoga Port Authority announced in May 2002 an agreement with Lorain County to move the Lorain Pellet Terminal to the site of the old C & P ore dock at Whiskey Island, allowing Lorain to develop the former site. American Republic took out the last load of pellets from Lorain for Cleveland on 31 December 2003. Oglebay Norton, which would operate the Cleveland terminal, removed the pellet terminal's equipment to Cleveland and upgraded it upon reassembly. Lorain paid ISG $2.85 for the land and Cleveland-Cuyahoga paid $5.9 million to move and reassemble the plant. Its opening was delayed a year by a bevy of lawsuits, mostly involving environmental concerns. Tests of the equipment were completed on 23 January 2004 and the site fully operational some weeks later.

The "shuttles" refers to the movement of iron ore pellets from the Lakefront of Cleveland to the upriver steel mill owned by Cleveland-Cliffs.

Iron ore is brought down from Lake Superior by thousand-foot and smaller-sized lakers which discharge at the Cleveland Bulk Terminal. At the terminal, the iron ore pellets are reloaded into smaller vessels for delivery to Cleveland-Cliffs steel mill. Due to the narrowness, shallowness and the number of bends in the Cuyahoga River, smaller vessels are needed to make deliveries to the mill.

When the shuttles started in 1980, the thousand-footers would unload at Lorain, Ohio and smaller self-unloaders, such as the American Republic (now Great Republic) would load at what was then the Lorain Pellet Terminal where the thousand-footers would unload, and deliver the iron ore to the steel mill in Cleveland. The steel mill is now owned by Cleveland-Cliffs, but it's ownership has changed several times since 1980.

I can't recall when the terminal was moved from Lorain to Cleveland, (around 2005?), but since then the thousand footers and other self-unloaders that are too large to reach the steel mill in Cleveland discharge at Cleveland Bulk Terminal.

Larger vessels, like the footers, unload iron ore and limestone at the Cleveland Bulk Terminal. The Cleveland Bulk Terminal is located west of the Cuyahoga Rivers mouth and the old Whiskey Island CG Station. Smaller vessels, like the MARK W. BARKER, then shuttle the ore from the Bulk Terminal to the steel mill. The Cuyahoga River is a winding crooked river and the longer ships can't navigate the winding turns.
