a lot of the boats leave them on because they don't realize that turning off the display doesn't turn off the whole unit.

plus we leave the systems on to work on them

Not all ships leave their AIS transmitters on during lay-up. It may depend on the work that is being done to the ship. Some AIS transmitters may not have an on-off switch (I have no idea), so if the ship power is on, it is transmitting.
