Pilot association is a private company and is not part of any Federal agency like the Coast Guard. Occasionally you'll see other law enforcement at a CG base but not private craft like the pilot boat.

A tour boat is also governed by Coast Guard rules but you wont see them docked there.

Why is the pilot boat docked miles away from the action downstream on the Black River?

Wouldn't it be more cost and time-friendly to keep her at the Coast Guard Station next to the lighthouse?

To me it can't be personnel/home security reasons as the pilots are governed (including pay) by the Coast Guard.
