It depends if they are working in there or not,if they are then yes it is off limits,if they aren't working in there then you can go in there just stay off the rock piles and away from any equipment.Me and a friend were their last year and didn't have any problems taking photos of the ships passing through.

I haven't been there in a few years but people use to confuse the sign for the USCG property for the Rock Cut.
