The offshore project that you are referring to does not yet have a permit so they are saying the earliest construction would be 2021. And they plan to use Vestas wind turbines. Vestas manufactures all over the world, including building blades, nacelles, and towers in Colorado. So they might supply the project with wind turbines built in the US, which would obviously have to come by rail and/or truck.
All that said, I haven't been watching shipping traffic into Cleveland, so maybe I'm completely off base.
