If I recall correctly, the SS United States was towed to Turkey about ten years ago to have the asbestos she had onboard removed. So, if that had all been removed that's no longer a liability. Bilges, and other areas with oil have to be cleaned to remove all residuals.

Interior bulkheads would have to be removed so that that recreational divers would not be trapped onboard the ship. And anything else that could be an entrapment would have to be removed.

As for the sinking preparation itself, bulkheads have to be modified so that the sinking can be controlled along with holes cut in the hull at various points. Those hull openings are usually controlled by charges if I recall correctly.

I see the SS United States is arriving in Mobile right now. They're going to be getting her ready to scuttle- what do you suppose that will entail?
