This appears to be a 25 page technical paper, not a book, published in the 1938 Transactions - The Society of Naval Architects and Marine Engineers. Full title is "Recent Developments in Great Lakes Self-Unloading Bulk Cargo Vessels"

SNAME is still active and will sell you a copy of the paper for $40.00 ($20.00 to members)

http://www.sname.org/SNAME/SNAME/Librar ... fa32181b31

or you can look for a copy in a large public or engineering school library. I have no idea where you live, but it looks like the University of Michigan Library, the Toledo-Lucas County Public library, and the University of Bowling Green library all have copies of that edition. (in off site storage so call ahead) The Detroit Public library might have it as well.

I find the following link helpful for searching library holdings:
http://www.worldcat.org/

In this case , enter " The Society of Naval Architects and Marine Engineers transactions " to narrow the search.
