The flags are the ship's call sign "CGAN" you can't see the last flag which is an N.

I was looking on the new photos and saw the HMCS Fedrickton flying a number of flags. I recognized most of them, but the meaning of the most starboard hoist I am unsure of. It is CGA. What does this mean?
