I know it probably doesn't happen as much as it once did when there were several hundred ships operating on the lakes, but how is two way traffic controlled in rivers at ports such as Cleveland, Toledo, and Buffalo when ships were moving in the rivers to reach either unloading docks or the lakes? Has this changed since the 1950s when radio began being used onboard these ships? Furthermore, how was this conducted in the days before the use of radio communication?
