Do google searches such as "how to read a marine chart" for info.
"Chapman's Piloting" book has good info but may be overkill.
For practice laying out a course get the free software from OpenCPN.org.
The free software needs free charts. Get them here:

You have a choice of raster (RNC) charts which look just like the printed charts or ENC (electronic navigational charts) which provide a bit more info but don't look like the printed chart. I like to use the raster. At this same site download U.S. Chart No. 1. This is not a chart but rather a description of all items on a chart (types of buoys, etc).
