Anyone know what the barge Energy is doing off Chene Park, Detroit

how come all the ships going thru detroit are not on the list we seen the bbc rio grande yesterday going upbound and there was no mention of it on vessel passage list it was loaded with i assume tower sections for windmill construction thanks for any help in this matter
