Only Baie St. Paul was upgraded to Nova Scotia class. She's in Halifax. Thunder Bay was likely in for 5 year drydocking.

These +/- icebreaker number games don't add up to me either. Canada also takes care of icebreaking the St. Lawrence River/Gulf, which also includes cargo destined for the US Market coming into these ports when the Seaway is closed for winter. Keep in mind most of the Canadian boats spend more time in saltwater and go through 15 Seaway locks frequently. Baie St. Paul was drydocked at Davie Shipyard in Jan 2015, for reported maintenance and repair work, for about 6 weeks, per the contract.

If I remember right, it was done so Collingwood could keep their build schedule. Have the bow section built simultaneously at Portship allowed Collingwood to set another keel for next build.

Keep in mind of the 15 Seaway Locks, 2 are US, with 13 being Canadian. Think of the financial benefit US ports & shippers gain by using the Seaway, which is primarily Canada-funded.
