I'm not passing judgement on the cause of this incident. We don't know at this point.
However, the suggestion for a cardinal buoy seems unnecessary. A quick glance at the chart shows the #4 red buoy and the shoal right next to it. It should be obvious which side of the buoy to pass without even seeing its color or number. The waters in that area are populated by many obstructions, hence various crooked channels are marked with numerous buoys to keep mariners out of trouble.

A cardinal buoy takes the guess work out of the equation. Upbound? Downbound? Inbound? Outbound? Upstream? Downstream? A Cardinal takes the guess work right out and say's "keep east of the buoy/danger!"

Interesting that Cardinals are not used in the US. Anyone know the reason why?

NOAA's Nautical Chart Manual states "the USCG will not use cardinal buoys in the foreseeable future" for whatever reason. My reference material notes that they're rarely used in IALA region B. Too bad, it seems they would be a great help.

None of us know what happened. Steering failure? Crew error? Time will tell. One thing for sure is, I think there should be a east cardinal buoy there, as opposed to a red.

Cardinal marks are not presently used in United States waters.
