The MacArthur Lock's usual operating schedule is mid-April until mid-December and during that off season she undergoes regular maintenance and this year a major renewal of her operating system.
Her crews conduct maintenance work, are laid off or assigned to other crews during the off season so it is not a simple matter of flipping a switch to put her back in service if traffic backs up.
This week her crews are being trained to use the new equipment in preparation for her re-opening later this week.

Can't run two locks at a time when one still has maintenance being pulled on it. It's a very expensive and much needed piece of equipment not to have it "all go" before the heavy use its going to see this season ; )

Oh I know that but they had enough ships to open both locks last night, like I said, 5 1000 footers and at least that many 700 footers. they were still rolling out the big boats this morning because they had to switch between up bound and down bound when the could've used McAurthur and ran two at a time

There's been plenty of traffic. Last night they had a traffic jam of 5 1000 footers and I just started watching a couple weeks ago and have seen nearly 2 dozen 1000 footers

Roger, leader of the Know Your Ships book, recently said the Mac Lock gets manned and put into use when boat traffic picks up, like when the tour boats begin their rounds.

The McAurthur Lock is still closed for maintenance. It will open when the maintenance has been completed and traffic increases.

The MacArthur Lock will indeed be used at some point later on this month as it usually always opens up late in April every season and this year is no exception. I would guess that sometime in the next week or so look for the Mac Lock to be opened up for the 2016 season. Hope that this helps. Someone may have more on it also.
