Drummond Islander II, Madison and dredge Arthur J are docked near Seng's Marina in Manistee Lake for the winter. MCM Marine was not charged.

You should ask MCM Marine. The Drummond Islander, Madison, Dredge, a smaller barge, and a few thousand or so feet of dredge pipe has been sitting in Manistee near the old sand dock for months. The Drummond Islander went MIA from scene a just before Christmas and the dredge isn't there but equipment is still sitting there.

No particular port, just in general.

Generally there won't be a direct item for that, but a wise contractor will include that cost in their other bid items. Most USACE dredging contracts have unit prices for (equipment) mobilization, so that is the likely place that the costs would be included.

Here is a sample bid tabulation for dredging Manitowoc last year. Roen Salvage was the low bidder. Total bid cost was $693,300.00 with mobilization and demobilization accounting for $150,600 of that.

You should just call the port office and ask? Or, call the company in question and ask them? I doubt many boatnerds will have an answer for you? But out of curiosity, which Port are you referring to?

Dredging

When the winter weather ends the dredging season before a job is finished and the dredging contractor's tugs and barges remain in the port being dredged waiting for spring to finish, is there money in the contract to pay the port for dockage?
