Niagara Spirit dome

I noticed on a photo posted by Roger LeLievre the dome on the Niagara Spirit. Is the installation of the system complete? Would it be waterproof enough to carry grain or fertilizer? It seems to be a very versatile barge with this dome, considering the fact that she can also carry calcium chloride in her tanks!
