late réponse..yes probably to wait out the weather...once or twice a year it seems a footer will arrive and anchor more off to the east of the harbour, instead of where most ships wait..but of course they aren't waiting for one of the slips to open to load.
I was always curious if a footer has ever loaded in Thunder Bay, and found out as least one has.
This webpage has a picture of the Indiana Harbour loading, its not something u ever see..and would be curious on how much of what they loaded...considering their capacity.

James R. Barker in Thunder Bay?

As of 3:45 pm on May 21 the James R. Barker is way up into Thunder Bay, Ontario and their AIS is showing Superior as their next destination on May 22 at 0800 or 8 AM. Does anyone know why they are up in Thunder Bay? Weather related issues I would assume and guess then perhaps due to wind conditions maybe? Thanks for any info and replies to this.
