At some point during its visit to U.S. Great Lakes waters (usually its first port call) every foreign ship is inspected by the Coast Guard to, among other things, ensure it has a proper and functioning sewage treatment system.

Lets get this clear. All ships that sail the Great Lakes, Foreign and domestic, probably for 40 years, prosess their sewage onboard and discharge only clean water residue. Your supposed to be able to drink it. Although I wouldn't drink it is tested and inspected by Coast Guard and whatever foreign governments at ports they visit. There's no need for states to get involved with there goofy grey water polices.

No, it has been anchored outside and off of Duluth. You can see video of it if you go to the cameras for Duluth and look offshore from the Duluth entry. Hope that this helps.

It's anchored out in the Lake just SE of the piers.
