Read the story. Said that Duluth was the port of call after the Soo. The story said that the Canadian Coast Guard was aware of a buoy out of place due to the vessel moving it, but not aware of the grounding reported by the newspaper. Would the USCG take some jurisdiction since they are apparently loading passengers in Duluth, MN?

The cruise ship Celia II had an engine failure and grounded in Little Current. Here is a link to the story in the Manitoulin Expositor. http://www.manitoulin.ca/index.php?opti ... 34:stories
