Its mentioned in this week's (14-19) Notice to Mariners as a proposed action. And also published in the Federal Register. Final decision won't be made until after September sometime, but it is common for railroad movable bridges to be remotely controlled. Some bridges down south have been doing it for 20 plus years. So I suspect that they will ultimately get final approval.

Around 0910 on Monday, April 01, 2019 control of the Conrail Detroit Shared Asset Area Rouge River draw bridge was transfered to the Conrail dispatcher in Mt. Laurel, NJ. Operator will be there for six months to monitor operation. This is the bascule bridge on the Conrail Detroit Line between Detroit and River Rouge, MI. Just up-river from the Jefferson Ave draw bridge.
Anybody seen a USCG memeo on this?
