Ship off Manitowoc

This afternoon (12/28) I noticed a articulate ship off the Manitowoc breakwall, it appeared to be dead in the water. The Coast guard was behind them. they were just far enough out for me to not be able to read the name of the ship, even with binoculars.

Does anyone have any info on this and what may of happened? Thanks, ppat
