Both the Spencer and Jane Ann IV are Canadian-flag vessels and will not be transferred into U.S. registry per Jones Act regulations.[/quote.

The barge was built in the U.S. and the tub was built in Brazil. The barge is jones act compliant the tug is not.

Keep in mind that Jane Ann IV is a huge (150') tug. If a shorter tug were to be used, it could get into more places. Also, if LLT was to sail Sarah Spencer under the American flag, they would need a new tug anyway (Jane Ann IV is not Jones Act Eligible).

Sarah Spencer is nearly maxiumum Seaway size with her tug attached. Far too big to serve the customers that a ship like CTC #1 would if she was ever modernized and put into service.

Also take into consideration that the barge went aground hard in Windsor and had to be lightered to be freed. She laid up shortly after.

I still can't understand how it could possibly require more money to repair the Spencer; a ship which ran up to a few years ago and is already a self unloader; that it would require to purchase the CTC #1, a ship which last ran in 1980 and is configured for hauling cement.

If I remember correctly, I believe ABS has pulled her class certificate and Transport Canada has also pulled the barges C.O.I. because she needs a lot of steel work done to her tank tops. That might be why LLT walked away from her.

Asking price has been said to be far too high. In reality, Lower Lakes is in a very good position. No one else seems interested in the unit (can't see any other Canadian fleet wanting or needing her, except perhaps IMS) so all LLT has to do is wait for the price to come down to a level that interests them. Her current owners don't seem to be in a position to provide her with a refit at this time either. Why not wait and offer a bit above scrap value for the barge?

I wonder why Lower Lakes hasn't picked her up yet. I know she needs tons of work, but she still can be a profitable carrier.

I see that she and her tug are for sale. are there any companies that are looking at her, or is this ship closing in on the scrapyard?
