Perhaps it's one of those "boxes" that a a firehose is stored in-just with the cover/door and hose removed?

In this cropped image of the stern of the Thomas F. Patton during its scrap tow in 1980 what is the purpose of the red fixture inside the yellow highlight circle? It looks like some type of light fixture and I thought at first it was something added for the tow but the frame appears to be in Cleveland Cliffs green so I'm inclined to believe it was added to the ship at some point before. I have never seen a similar fitting on any other ship, so I was wondering what it was. Possibly an anchor light?
