The city of Toledo don't own the bridge the Ohio dept of transportation does.

I had a nice front row seat to some master seamanship as the Kom was delayed on the Maumee River by the Cherry Street bridge not being able to open. The pilot and crew, along with the crews of two G-tugs were able to hold her steady in the channel for over an hour despite strong crosswinds and downriver currents at her stern. Even when the tow line of the Colorado on the stern parted suddenly, the tug was quickly able to reposition on the leeward side and hold her steady.
Side question.... those two tugs for an extra hour or so had to cost somebody some money. Would the company be able bill the City of Toledo (owners of the bridge) for the delay?
