It looks like the ends are enclosed but the middle is open. Let's hope so.

The upper end tower is now open again. I was up there a couple of days ago. Here's a drawing of the new platform, from the USACG Facebook page. Note that it's impossible to tell if it is set back farther from the lock than are the current ones.

The news story brought it up, but a few weeks ago when I was at the Soo, a worker there told me the 2 end viewing towers are history. In fact, the one at the upper end is already fenced off and not being used. Apparently it's sinking or causing issues.
So now they are closing the end two towers and building a new platform that may be entirely enclosed in plexiglass. Lets hope not. It is great though they will be making the new tower handicap accesible.
