The stone cars fell off between Carolton and First on the northernmost bridge.

a google search for Duluth ore car derailment yields many articles, this one from the Duluth paper says the cars fell along Carlton Street in Lincoln Park, but I don't know if it's north ot south of I-35.

Ships passing through the Welland Canal often pick up supplies along the way. I have regularly seen supplies being hoisted aboard while the ship is in Lock 8, above & below Lock 8, above Lock 7, below Lock 1, and once above Lock 1. It may also happen at other spots.
Fueling sometimes occurs below Lock 1 and above Bridge 21 (ie Port Colborne). I have also seen a tank truck that is labelled Environmental something or other attached to ships. Perhaps this is a pump-out. Perhaps it is refueling.
