Seaway backup?

What is going on in the Seaway? Lots of boats are tied-up and backed up as well. CSL Thunder Bay has been at the Snell Lock lower wall since 1117 and has not moved. Birchglen has been at the Ike Lock Upper Wall since 1154 and has not moved as well. Other traffic effected include the Federal Kumano, Flevogracht and the Radcliffe R. Latimer all in the Prescott Anchorage. Nordisle is stopped at one of the Beauharnois Locks. Weather related or something else causing the delays and backups?
