I have seen boats out on the lake while on the I-90. I was in the vacinity of Erie PA within a few miles of the New York border. They are basically little lines, but you can see them.

In the Cleveland area, you can see Lake Erie from what are known as the East and West Shoreways, stretches of freeways to the immediate east and west of downtown. I believe I-90 shares these portions of State Route 2, or visa-versa. Best shoreway viewing would have to be near Burke Airport, especially if a ship is entering Cleveland inside the east breakwall, or when you cross over the Cuyahoga.

Negative in Buffalo. the 90 doesn't run along the lake here, it's a few miles inland, curving East, around the city and then heading out towards Rochester.

You can see boats in Chicago on I90 (Skyway) as it crosses over the river. Be advised you can't stop & it is a toll bridge.
