I have made several attempts, and i just ended up going in and asking.

i could almost touch the Alpena, and we also met the captain of the tug karen andrie, who was also laid up there.

there is heritage landing where if you drive out to the back side (muskegon Lake) you can get pictures. Also, you can drive right up to the fence at the Mart Dock

How do I get down to take pics of the Alpena and Townsend laid up in Muskegon? I'll be there sat.
