Yes she was, she departed befor the Richelieu arrived.

Richelieu arrived at Les Mechins, Quebec, at 1615 July 23, with the Ocean Group tug Hercule.

Just an update to say the ship is still at section 27 in Quebec City (as of 2100 July 21st), I'm not sure why she hasn't left for repairs yet.

Local newspaper reports that MV Richelieu is due in Quebec Harbour today ( July 18) at section 26 in after-noon to unload cargo of grain. Then depart tuesday ( July 20) to be repaired at Verreault Shipyards at Les Mechins, QC.
